Prepay Electricity Rule Adopted

The commissioners approved the adoption of new rule substantive 25.498 which will provide new guidelines for the provision of prepay electricity that utilizes customer prepayment devices or systems.  The prepay rule modifies the application of many existing customer protections (like notification before disconnects, ill&disabled; protections, and billing requirements).  Unfortunately deployment of prepay products may ultimately be dictated by the deployment of TDSP advanced meters and technological improvements in existing meters that could be installed on the load-side of the TDSP meter.

Prepaid Rule Up for Adoption Tomorrow

The long awaited prepaid rule is up for adoption at tomorrow’s open meeting (July 31).  The new rule, 25.498, will allow for the provision of prepaid services using customer premise devices or systems that communicate with advanced meters.

Staff Objects to TLSC Emergency Rule Petition

In Docket 34400, PETITION OF THE OFFICE OF THE PUBLIC UTILITY COUNSEL OF TEXAS TO ADOPT EMERGENCY AND PERMANENT CUSTOMER PROTECTION RULES, the PUCT staff filed a recommendation in advance of this Friday’s Open Meeting, rejecting the consumer groups call for an emergency rule to institute a summer disconnect moratorium. Instead the PUCT staff has suggested that this issued be revisited during a more comprehensive project on the customer protection rules. No timeline for such a project has been discussed or released.
